The cursor doesn't stick when setting to a custom value when MouseMode is set to None.
ie. pdfViewer1.Cursor = Cursors.Cross;
Setting the Cursor on the pdfViewer Paint event doesn't help much either.
The Cursor seems to be being reset some where in the Pdfium.NET library.
Is there a way to override and persist the value?
I am experimenting with drawing GDI objects over the surface of the PDF and not having cursor control is an annoyance.

Solved this problem by editing PdfViewer.cs here:
